UNIVERSITY LIBRARY
1. University Librarian ( 1 Position)
PURPOSE: The University Librarian is the chief administrative and academic
officer of the University Libraries and reports directly to the Vice
Chancellor. The Librarian is an active academic leader and plays a vital role
in fulfilling the University's mission in teaching, research, and public
service through library and information services delivery.
Principal Accountabilities:
Provides overall leadership and management of University Library services.
Promotes and fosters the Library's unique mission to collect, preserve, and
provide access to its collections. Advises on policy that promotes the use of
Library services among students and staff. The post holder will:-
a) Provide vision, leadership and management for the
operations of the Library
b) Develop, implement, supervise and evaluate the Library’s
long- and short-term strategic plans, programs and services in support of the
University’s mission and goals
c) Develop, interpret and implement Library policies and
procedures
d) Manage the Library's resources, including developing plans
for the allocation and reallocation of resources between the Main Library and
branch libraries; supervise the maintenance of the physical infrastructure
e) Formulates and implements a strong evolving program of
public services to facilitate access to information resources.
f) Examine book reviews, publishers
catalogues and other information sources to recommend material acquisition.
g) Plan and supervise the acquisition, classification,
cataloguing, shelving and circulation of library materials and maintenance of
records concerning their issue and return and related matters.
h) Publicize library facilities by organizing book displays
and circulating book lists, recommends appropriate sources of information to
inquiries.
i) Develop and maintain a level of
discipline and working climate in which all personnel are motivated to perform
to the best of their abilities; encourage and support diversity in the
workplace.
j) Represent and advocate for the Library within the
University administrative governance structures
k) Prepares and controls the Library budget and expenditures;
Prepare grant applications and seek funding for operational and improvement
programs
JOB SPECIFICATIONS:
(i) Minimally qualified for entry
into University.
(ii) Minimum of Masters Degree in Library Studies. Ph.D is an added advantage
(iii) A minimum of ten (10) years of experience in a senior
position in an academic library

2. Librarian
III (1 Position)
Accountable to: Deputy Librarian/Head, Branch Libraries or
Division
Principle Accountabilities
a) Formulates goals, plans, and procedures for a branch
library or a division of the Main Library;
b) Directs and coordinates the activities of the branch or
section, oversees scheduling to ensure coverage of service points, and
c) accepts responsibility for the overall operating
effectiveness of the branch or
division
d) Monitors and evaluates the work of the staff members of a
branch or division;
e) Monitors and evaluates the selection of materials and the
collection maintenance for a major segment of the
libraries’
f) collections
g) Seeks information from users and potential users of
information and library materials about their library needs and interests;
h) Reviews media for books and other library materials
appropriate to the branch or Main Library collection, and
selects
i) materials purchase for the
collection;
j) Answers reference questions and performs readers’ advisory
services;
k) Formulates goals, plans, and procedures and accepts
responsibility for the overall effectiveness of one or more of the system-wide
library support programs;
l) Participates in library committee work by chairing
meetings or contributing as a member and working in such areas as library
material collection development and program planning;
m) Interprets and explains library policies, objectives, and
services to library users
n) Demonstrates continuous effort to improve operations,
decrease turnaround times, streamline work processes, and work cooperatively
and jointly to provide quality seamless customer service.
o) Represents the University Library on school board of
studies
Qualifications
(i) Grade 12/Form V Certificate or
equivalent.
(ii) Masters Degree in Library Science.
(iii) Two (2) years experience in
Library operations.
3. Assistant Librarian
(1 Position)
Accountable to: Head, Public Services/Serials/Special
Collections/Technical Services/Branch Libraries.
Principal Accountabilities
a) Stack management (shelving and re-shelf reading).
b) Supervision of circulation control (processing of user
registration, issues, issues overdue notices and collects fines, etc).
c) Reference services (answering questions concerning
reference materials, periodicals and books, library instruction, etc).
d) Maintains daily activities worksheet.
e) Helps organize special exhibits
f) Maintains a tranquil library environment
g) 7. Attends
workshops and maintains membership in professional
organizations
h) Performs other related duties as required.
Qualifications
(i) Grade 12/Form V
Certificate.
(ii) Degree in Library Science.
(iii) Two (2) years experience in
library operations.
B. DIRECTORATE OF DISTANCE
EDUCATION
1. Lecturer/Coordinator (Student Services)
(1 Position)
Job Summary:
a) Teaching, training and research in own area of
specialization
b) Provide community/public service related in own area of
specialization
c) Coordinating student support activities provided by the
Directorate of Distance Education (DDE) and other academic and administrative
units in the University.
d) Providing learner support (administrative support, counseling, academic and professional guidance and
information dissemination).
e) Facilitating institutional communication links between
stakeholders, within and outside of the University.
f) Facilitating the processing of student admissions,
registration and examinations in liaison with the Academic Office and Schools
offering distance learning courses.
g) Any other duties assigned by the Director of Distance
Education
Qualifications
(i) Bachelor’s degree in education
with a Merit
(ii) A Master’s or PhD degree in education
(iii) Must be computer literate
(iv) At least two (2) years teaching experience in at
recognized institution at secondary school or college of education level
(v) Experience/qualification in distance/adult education
and/or career guidance and counseling will be an
added advantage.
